B.O.L.E. - How to Apply

 

The NextGen UBE Bar Examination

Beginning July 2026, Guam will administer NCBE's NextGen UBE Bar Examination; the legacy UBE examination is no longer administered in Guam.

Registration Form - Complete the Guam Bar Registration Form, which may be downloaded from the Supreme Court of Guam website or obtained at the Supreme Court of Guam during business hours. Please attach a current passport-size photograph to the registration form.

NCBE Character and Fitness Application - Applicants must complete the Character & Fitness Investigation application process through the National Conference of Bar Examiners (NCBE). Please visit:

Once completed, please print the NCBE Character & Fitness application and submit the original, together with a signed NCBE Authorization and Release form, to the Guam Board of Law Examiners. Please retain a copy for your records.

 

Fees:

NextGen bar exam (Guam bar exam registration fee): $1,000.00 (paid to the Supreme Court of Guam)

NCBE Technology Fee: $149.00 (paid directly to NCBE or third-party technology vendor at the direction of NCBE) 
**The Guam bar exam registration fee ($1,000.00) is separate from the NCBE technology fee ($149.00). Please ensure payments are remitted to the appropriate entities accordingly. The Guam Board of Law Examiners does not accept payment on behalf of NCBE for the $149 technology fee.

 

Official law school transcript

Official paper transcripts indicating an applicant's eligibility to take the examination are required DIRECTLY from the law school or approved transcript clearinghouse. Official electronic transcripts are accepted but must be electronically provided to the Guam Board of Law Examiners DIRECTLY from the law school or an approved transcript clearinghouse. Transcripts that are hand-delivered, faxed, emailed, or unofficial are NOT accepted. Transcripts may be received after the timely filing deadline; however, they must be received by the day prior to the first day of the bar examination.

 

Good Standing Certificates

Submit Certificates of Good Standing, dated within 30 days of the application, from all jurisdictions in which the applicant is admitted to practice law.

 


 

MPRE

Please see Rules 2.01(b)(7) and 3.01(d) of the Guam Rules Governing Admission to the Practice of Law. To qualify for admission, an MPRE scaled score of 80 or higher may be transferred from other jurisdictions for up to three (3) years after the test date on which the passing score was achieved. Upon passing the Guam Bar Examination, an applicant must successfully sit for the MPRE examination within three (3) years of the test dates during which he/she passed the Guam Bar Examination.

 

Transferability of Scores

Administrative fee for admission via score transferability: $650.00

NCBE serves as the central repository of UBE scores and performs score transfer services for all UBE jurisdictions. NCBE produces an official transcript of the full history of all UBE scores earned by applicants across all jurisdictions and all exam dates, with the scores certified by NCBE. From April 21, 2026, examinees with earned UBE scores will be able to select that they wish us to report their Official UBE Transcript to Guam.  The UBE score transcripts reflect the final scaled scores calculated by NCBE, after pre-release regrading, if any, is done by the jurisdiction.

    Please see Rule 3.01(e) of the Guam Rules Governing Admission to the Practice of Law. 
    Administrative fee for Government temporary practice: $600.00 
     
  2. Temporary Practice of a Military Spouse
    Please see Rule 9.03 of the Guam Rules Governing Admission to the Practice of Law.
    Administrative fee for temporary practice of a military spouse: $600.00
